Accessing organizational forms after migration from exchange 2010 to 2013

Hi,

according to http://www.msexchange.org/articles-tutorials/exchange-server-2013/migration-deployment/migrating-public-folders-exchange-2013-part1.html I migrated my public folders and assigned them to the public folder mailbox. Now I see that the organizational forms library is assigned to the public folder mailbox:

[PS] C:\PublicFolderPS>Get-publicfolder "\Non_IPM_subtree\eforms registry" | ft name, ContentMailboxName
Name                                                        ContentMailboxName
----                                                        ------------------
EFORMS REGISTRY                                             Mailbox1

Is it neccessary now to give the other mailbox users access rights on the public folder mailbox? If not, they don't see organizational forms in Outlook?
