RPC issue? Get-owavirtualdirectory fails

I've got a situation which seems well documented on the web for a single server, but I can't find anything for a dual server setup.

I can't administer the OutlookAnywhere settings, due to an RPC error. ECP > Servers > Server > Outlook Anywhere

I use the command Get-OWAVirtualDirectory to replicate the issue. I'm getting the error for the remote server, but the local server displays its OWA directory fine.

The task wasn't able to connect to IIS on the server... make sure the server exists and can be reached from this computer:The RPC server is unavailable.

I can telnet from one server to the other on 135 fine. I can't on 6002-6004. this works the same both ways.

Two servers both have CAS and MBX rules.

this feels awfully like firewall rules to me. but, the network connection is using the domain profile and the domain firewall is off. which doesn't seem right to me, so I've got to go back to the guy that built the server anyway. but anyone know why I can telnet fine over 135, but exchange can't? is it possible its using rpc over http? its cu12 of exchange 2013. its a new install, I'm not sure this has ever worked.
