Copy mails are not going in journaled mailbox

Hi,

I have hybrid set up with domains,

contoso109.com and contoso109cloud.onmicrosoft.com.

Its a new set up with some number of users.

I did set journal rule with below command,

New-JournalRule -Name "Test Journal Rule" -JournalEmailAddress James@contoso109cloud.onmicrosoft.com -Scope Global -Recipient BillS@contoso109cloud.onmicrosoft.com -Enabled $true.

Now whatever the mail sent to or recvied by BillS@contoso109cloud.onmicrosoft.com  should go a copy to journal mailbox

James@contoso109cloud.onmicrosoft.com. 

But i am not seeing any copy mails in the inbox of James@contoso109cloud.onmicrosoft.com. .

Is this is some problem in setting up journal rule..?
